Eevblog 235 meter.

Hello

   When I turn on my meter, the display gives me this prompt, InEr and just beeps. Anyone ever have this issue before. What would cause this?

The user manual explains it. Is it occurring when the condition mentioned in the manual is not present?

Most likely the current jacks are dirty. You need to wipe them with a cotton swab with alcohol. They are affected by any dirt.

Have you used the "search" feature, before starting a post?
Looks like it's been debated five ways to Sunday on Brymen meters..

You should not see that with nothing plugged in. 

The meter thinks there is something plugged into one of the two left test amp plugs when you are in the V mode like in the picture.

Is it a new meter or did it just start doing it?  At any rate, take a close look at the 2 left plugs and see if there is anything in there to make it think something is plugged in.

Here is what the manual says about it:

Beep-Jack™ Input Warning
The meter beeps as well as displays “InEr” (insertion error) to warn the user against
possible damage to the meter due to improper connections to the uA, mA, or A input
jacks when another function, especially a voltage function, is selected.
