That was a special front panel overlay Keysight made for Dave last year(for scope month I do believe). He gave away a few scopes like that and kept at least one.

Keysight can supply standard localized language overlay sheets (something like 15 different language options) for the button and knob section which are held in place by tabs inserted into 4 notches in that section.

Apparently Keysight just made some custom overlay sheets for Dave.
