HP 8563E Shows Signal Present at 100MHz and below without an Input

Hi all,

I have an HP 8563E which is showing Signal Present at close to 0dB at 100MHz and below without any Input connected. Above 100MHz the unit appears to be working as expected. Any thoughts? Thank you.
