Like you I'm in a country where there's no Fluke service center, and shipping a working instrument back just for a firmware flash is out of the question - I recently acquired a used 123 and Fluke in the US provided the firmware flash and instructions - all I had to do was ask nicely and explain that shipping it to them was out of the question. I had the RS232 cable and a Windows 7 system with an old style RS232 port (they recommend you don't use USB-RS232 adapters), so all I needed was the software.
Be aware, there are at least two and possibly three different hardware versions, you need to know what you have in order to get the correct firmware.
