I recently got a 190-502 II and accessing the console or running any software on Windows 10 or 11
was not possible because drivers were only available for old Windows versions.
The Scope has an internal FTDI chip converting USB<->RS232.
The old XP/Win7 drivers originally provided by Fluke are just the FTDI drivers but using Fluke hardware identifiers:

I took the modern x64 FTDI drivers, added Fluke IDs, rebuilt it, and it worked.
For installation just run "install_3.cmd" on an elevated prompt (for this just open a cmd instance as Admin)
For de-installation you can run FTDI CDMUninstallerGUI_v1.5.exe adding the corresponding Fluke identifier ( VID & PID ) from the ones mentioned before.
After driver installation and connecting the scope to the Windows 10/11 x64 PC you'll see the Fluke 190
in the Device Manger as shown below.
