Useful definitions of calibration steps:
  • Calibration (measuring against a standard)
  • Verification (checking declared tolerance range)
  • Adjustment (adjusting to fit tolerance ranges - manual, automatic or none)
"Calibration" term is usually used in verification (option 2) sense.
I agree but it does seem a little non-intuitive.

In my world the definition would be:
1. Verification = Compare with known standards and note and publish differences.
2. Calibration =  Perform adjustments needed to meet specified accuracy
I agree that there is little intuition involved in calibration subject and terms.

I would still suggest to use "calibration" in 1st or 2nd sense (taking a reading and comparing it against a standard, no adjustment), because some meters come with calibration sertificate or you can buy a calibration service - output of these services is usually a paper with measurements against a standard with tolerance ranges (no adjustment).

My needs are not too high for accurate measurements, but I keep simple voltage standard with multiple voltages, high precision resistors and some other equipment to check if all my meters are in a ballpark of claimed accuracy.
