I just bought a 10 volt 8 amp power supply with no manual.
I don't expect anyone here to have a manual, but I thought maybe I could get some terminals on the back of the unit explained to me. The unit powers on with a mighty twang and hum of the transformer energizing, but I can't get voltage out of the leads.
Any information would be helpful and I thank you for it.

I notice written on the backside near some of the terminals there are "J"'s with lines drawn to terminals. I'm going to jumper those terminals and power it on, ... see what happens.

Yeah, that's what the label is telling you to do. As a matter of fact, it says to not turn it on unless the sense is connected to something IN GREAT BIG LETTERS, so I hope you haven't already blown it up. :)

Well, upon closer inspection, there are actually jumpers already in place. To save the trouble of everyone I'll detail the jumper placement. Color coded for your convenience.
The left terminal block or TB2
1) DUALLING
2) DUALLING
3) PROG
4) PROG
5) PROG
6) MODE
The right terminal block or TB1
1) Sens Pos
2) Out Pos (sticker applied reads 3 3 3 3)
3) Cap Pos
4) GND
5) Cap Neg
6) Out Neg (sticker applied reads 1 1 1 1)
7) Sens Neg (sticker applied reads 2 2 2 2)
Eight) Remote Volt Prog
9) Remote Volt Prog
10) Remote Volt Prog
