I coudn´t get it, the meaning of "high precision" and tolerances up to 10% depending to the range…..

How can a meter have a 0.1mohm resolution but only dispay 1 mohm resolution when measuring a 47 mohm resistor?

I suggest the Deree DE-5000. It's got 1mOhm resolution but better than the no brand 0.1mOhm eBay deal.

I agree, here is an oldie but goodie showing the DE-5000 and measurement reproducibility. ESR meters also make cheap milliohm meters but the DE-5000 is way more versatile for that extra money. Just not the best idea using it for in circuit component testing that is all.
