is gw instek 1052-u worth it for repairing and working with arduino. or is there an problem with this scope

Depends on the price and what other choices you have where you live.
ANY oscilloscope is worth owning if you don't have one. The difference between owning one/not owning one is night and day.
On the other hand: For working with "Arduino" four channels is highly desirable and it's good to have serial decoders (especially I2C).

the other choice i have is tektronix tds 220 for 140$. and gw instek gds 1052-u for 100$

Assuming both are running fine,
TDS220
Cons:
Very very short memory length, only 2.5k
Ugly screen, often dimmed from a tired CCFL
At least with the GDS you can get 4k of memory (still, very very short) and a color screen.
Actually I would not by neither of them, but I imagine is not easy buying equipment in Pakistan.

For $100? Take it.

I agree. Just for the age the GDS 1052-u is the better choice.
