Is this old Scope DVM-638 multitester a repackaged Fluke?

I have an old Scope multitester that looks very similar to some old Fluke meters such as the  8020B.   Can anyone tell me if this Scope meter is really a repackaged Fluke, and if so what model?   Thanks.

Many companies copied the Fluke look. This is one of them. Another tell tale sign that this has nothing to do with anything Fluke is that it has a transistor tester.

it also has a capacitor discharger!

I had one of those as a kid. Mine was a hung-chang. It also had the slanted top around the display like the flukes had
Professional Electron Wrangler.

I don't see it.  The text says "discharge capacitor before connecting", you probably only looked on one side.

My guess is that it's a clone.

yeah, sleep deprivation wreaks havoc on my attention span. I've never actually seen a DMM with special capacitor slots, ever.
