Leader LSG-231 Alignment Problems

I have encountered problems with my Leader LSG-231 FM Stereo Generator. I have been able to accomplish all of the required alignment procedures in the service manual except for the Balanced Modulator. With the scope connected to the COMPOSITE output jack and trying to adjust VR401/VR402 for minimum 38Khz leakage; I cannot discern the 38Khz signal. I have tried moving the scope connection to the Emitter of Q405 and still having problems identifying when the proper balance is achieved. Can anyone comment on the procedures they have used and what they observed while adjusting the “Balance” pots?
