Looking for an affordable RF vector signal generator

I am looking for an RF vector signal generator, at least up to 2.5 GHz range. The goal is to generate custom modulated packets of data in the 2.4 GHz ISM band, e.g. a simple packet would be 2-level GFSK @ 1 MSPS (1 symbol = 1 bit for this example here), where each packet has <= 10,000 symbols. The output power should be programmable in 1 dB or lower increments over at least some range. Ability to have some repeat the data packet at a fixed interval would be nice. The software used to create such a custom packet is important to me to make programming the instrument easier. Ability to output the baseband IQ waveform would be a nice-to-have, but not strictly necessary. The budget is ideally in the $500-$1000 range. All other things being equal, a lighter and smaller form factor (non boat-anchor type) device is preferable, but this is also not a primary concern.

Options I have found are

* Agilent E4432B / E4433B, used seems to be in the $1K range
* Signal Hound VSG25, $495 new
* Triarchy VSG6G1, $441 new
* HP 8780A, about $1K range on eBay
Does anyone have any recommendation or experiences or other options to share?
Might need a step attenuator or something to get higher output power range, so any thoughts on that are welcome too.

What vector signal generator did you get?

I have just bought a Triarchy VSG2G5C. There does not seem to be much on the web about them.
