MDP-XP Powersuppy malfunction

I have recently purchased an MDP-XP Powersuppy, but after few days of use I was powering 60 Watt Car headlight, suddenly power supply restart and start malfunctioning, It doesn't matter what output I set there is 31 volt on output without any current protection and power output function as not working no matter I put in on or off it not stoping the output.
