Measuring Transient voltage tolerence

Dear Experts,

one of my customer asked for my GPS product's energy let through or transient voltage tolerance.  he is actually asking for the tolerance value when the module is  tested to IEC 801-4 spec for fast transients. His main objective is to update his lightning protection system, and he wants to evaluate surge arrestor let-through energies against the Module.
My question is since i do not prefer to do the IEC standard test, which is costly, is there is a simple way or method to estimate this tolerance value in the lab?
if yes, please guide me, how to perform the test and measurement.

If your customer requires a particular standard, and you cannot provide that standard, he cannot use your product.  Period.

Bad things happen if the customer tests your product and your product does not meet the standard.

But if you used some off-the-shelf power module, you can derive specs from there.
