Metermaster 65601 ocilloscope repair

My oscilloscope vertical axis dose not go above half of the screen, it only works right for a few second than it drops below middle of the screen any one had issues like that?

The Metermaster 65601 Oscilloscope is a clone/rebadged version of the Aron BS–601 and an instruction manual with theory of operation notes, parts lists, adjustment notes, layout and circuit diagrams can be downloaded from k04BB!

The manual on page 23- shows the vertical output circuit.  Check the supply voltages and then work backwards from Q17-Q20.
