If these will be put in mobile phones, we all will soon have almost atomic grade reference oscillators with a cost in the range of single digit mW and $. :-+

Maybe. If they can make it cheap and tiny and low power and reliable.
200+ GHz semiconductors aren't cheap today. And this isn't especially better stability than good OCXOs -- it's better than anything else low power that you can fit in your phone, I suppose.
To be fair though, it's a neat paper.
