What is written in the release notes corresponds to real facts ...
- CC mode is now in signaled in red font.
- "All On/Off" button behaviour while a channel (or more than one) is already On has changed.
Pressing "All On/Off" button while a channel is already On, now power it Off. Counter intuitive IMHO.

I agree to TheDefpom ... if Siglent want to insert a new layer of "security", please ask me if I really want to power on all channels (press the button twice).
Indeed the behaviour has changed substantially.

Since the behavior only happens while a channel is already powered on, it sounds like somebody broke something and requested the feature.
If that was an option you could change in the settings somewhere, that would be cooler.

ALL ON/OFF behavior of SPD3303X/X-E has been criticized in that the ALL ON/OFF button would not turn any ON channel to OFF.
It seems this change of which I agree with is to provide 2 front panel methods of turning any active channel to OFF.
In this case it only adds additional functionality to the ALL ON/OFF button.

With one button only it is a binary situation; as I wrote IMHO a functionality was changed.
I flashed back firmware 4.1.2.8 and now I already miss the red font in CC mode :)
Regarding the "revise" history: it is written version 4.1.2.8 is the first release ... when the unit arrived on my bench it was running 4.1.2.6R2 (see photo below)
