My cheap Rigol is rated 300V CAT I.
The standard probe that comes with that scope is rated 300V - CAT II with the switch set at 10x
Some active 1000x probes have even higher ratings, eg 600V - CAT III.
Does that mean that using such a probe I can safely perform a CAT II or III measurement, even if the scope itself is rated for CAT I?

The short answer is no. The long answer is that the probe has a switch which allows the probe to be switched to the lower safety and thus could cause you to make a mistake and blow something. This is according to the current CAT rating rules.
But.....
IMHO I would see no problem using the probe and scope combination on the higher CAT rating but I might put some tape one the switch to make it harder to move by accident.
