Owon SPE3103 power supply

I bought this power supply and I received it yesterday.

The main complaining I have read or seen on videos is the fan noise. I have not had problem to it so far because I proved the power supply just with a 150 ohms resistor, so the output power is very low.
The issue I have found is what I think is too much electrical noise. Some peaks are greater than 1 volt for a 5v output.
I attach some pics obtained with the oscilloscope.

Is this noise acceptable?
Should I return the power source?

I think that's a similar model to one I returned for being wildly unacceptable for electrical and audible noise at all power levels. I had a look inside mine but not a lot could be done to improve it - already had snubbers etc (resistors of which were getting rather hot even at low power, so reasonable fan speed was needed). A shame given the price, reasonable build (though not design) quality and other features.

Edit: checked amazon history and yes, the one I got is a "SPE6103" - the 60V version. If it were me I'd send it back, but you will know your use case better than me, might be fine for some tasks where noise isn't an issue. Also added a scope cap to demonstrate the scale of the issue.
