Ok how about some thoughts on this thing?
8 bit vertical resolution is a bit underwhelming. It's common for digital oscilloscopes, but those tend to be much faster. Those 8bit won't be a joy as spectrum analyzer.
The digilent analog discovery uses 14bit (but "only" 100MHz sampling rate) and is in similar price range. It won't replace either an oscilloscope or spectrum analyzer, but as educational or hobby tool it's works quite well I'd say (I like its network analyzer feature using the built-in wave-form generator).
Those PC based solutions stand and fall with the software. The one for the analog discovery is free, works IMHO quite well and there's a documented API if you care to write customized software.
