the instrument works ! I have to add some little C to the swapped capacitors to make it exactly in range, there is no calibrating screw..

how a Philoscope works:
This is a test bridge for R and C with magical eye tube indicator.
1.) connect the R or C you want to test to the instrument
2.) Select the range where you think it will be found
3.) The magical eye is closed, now turn the large knob up to the point the eye will be "open", then read at the scaling from the knob the solution.
