Advantest R3671 Spectrum Analyzer input error

I bought an Advantest R3671 Spectrum Analyzer and it has a constant -20 dB error across all frequencies. The frequency is always correct. It passes all self-tests. When I have it do a self-cal, it gets the error "IF input level out of range", -2544. The manual lists this as a cal error. It's internal 50 MHz 0 dB reads correctly when I feed it to another spectrum analyzer.

Anyone has any insight into this?
