I'm looking for an instrument that isn't too spendy, and will automatically graph multiple charge and discharge cycles on a battery pack.
I need to be able to set the current to tens of mA through amps on discharge. Ideally a programmable current over time so I can emulate real world loads.
I need it to run without PC connection, though setting up for the test is fine with PC or phone (android) software.
I've seen a lot of options, but they are either half the solution, or very pricey.

Yeah thats how it is. If you "need" the graph you can either use a PC and log the numbers yourself, or buy a high end instrument that does it for you. If you don't need the graph then there are plenty of cheap options, though they will just do single charge/discharge.
What you are asking for is a niche product.
