Recomendation for Lithium battery tester

Hello!

I need a lithium battery tester for mobile phones and laptops. I want to measure resistance and capacitance (not just readed capacitance from BMS) .

You probably mean capacity and not capacitance.

Capacity can be measured most easily with any good charger. The SkyRC MC3000 is quite versatile in that respect. You can also go DIY and use a charger and a separate load, plus calculations. See https://www.lygte-info.dk/ for example.

The resistance is more complicated, as there are many types of resistances/impedances in batteries. Search for "Combined Randle and Warburg Circuit Model" or "Equivalent circuit model".

Different testers exist to measure the different impedances of Lithium batteries, in a wide price range. The one I made is here: https://github.com/hb020/batterymeter. You can also look in the https://www.eevblog.com/forum/renewable-energy/ section of this forum.

This kind of chargers like SkyRC MC3000 can be used with mobile phone batteries if i connect "+" & "-" only?

Depends on the battery. Some batteries use extra contacts for extra functionality/protection.
Also, be aware that very few chargers that are made for cylindrical cells, also have the possibility to connect external temp sensors. A temperature sensor will allow you to do safer charging (I'd recommend that with dV/dt charging). I have a recollection of the MC3000 supporting it, but can no longer find proof of it. So you may be better off with other chargers or go DIY.
