I got a HP 11752D 3.5 mm connector gage kit today and of course it has decaying foam. Fortunately it wasn't too bad and all the parts cleaned up with a bit of isopropyl.
I tried Keysight for replacement foam and they still have parts for the kit, but no foam. Any suggestions for replacement? Something fairly dense that could be layered and cut with a knife would be good. I found one place that does laser cut foam but it seems to be a minimum of $50.

No idea. It's also a frequent topic on the Agilent and Tektronix mailing lists.
I guess if it's not static sensitive you could get away with using the dense insulation foam used in houses.

How about ESD-safe PUR foam?

I ordered this. Ugly but cheap and anti static.
