If you're looking for a signal generator for RF stuff the following might be interesting to avoid buying the wrong tool:

I agree. Mike was pretty unhappy with it. It has and  does all the functions But that output issue was strange.

My Rigol DG4102 does the same on AM modulation !

My Siglent SDG1062X does the same on AM modulation !

On my HP8657B I don't have this issue, but that is a real RF signal generator.

Moral of this story : Know your Test Equipment limitations

Having done a 3+ year stint as a bench tech back in the heyday of CB, I have a lot of respect for Mike and his work. That said, I found it a little odd that he would purchase a function gen. to use as an RF generator :-//. It certainly shouldn't have the kind of error it does (which Rigol seems to be calling a feature  ::)), but I also wouldn't expect it to be a suitable replacement for an RF generator.  There's a reason RF generators are $$$$$$ and function generators are $$. Because of his unrealistic expectations, I feel his harsh criticism is a little unfair to Rigol.
Don't replace the cap, just empty the filter!
