Rigol DP711 has Output when "OFF"

I have a small Rigol linear supply, DP711, with a weird problem.  There is a soft touch button that enables/disables the output.  There is no relay associated with this button.  With the unit powered on (AC), you get output voltage as expected when pressing "ON".  When the button is pressed again, the light goes off to signify "Off".  In the "Off" mode I'm getting slowly rising d.c. voltage output between the + and - terminals.  When cold the voltage is about 3 mV, which rises as it warms up to maybe 6 mV.  I'm leaving this one to Rigol .  I don't see how the switching can be done without a relay.

This is normal. Its not switching a relay as you say, its switching the output FET regulator, basically just turns it off. There may still be some leakage or voltage stored in capacitors on the output.
Short the output with a multimeter and see what current you get. Then measure the voltage with a multimeter as well, if you are giving us the LCD numbers.

6mV is higher than I recall seeing but within spec.

It makes sense that you can't switch this type of circuit completely off without a relay.  However, you would be surprised at the kind of circuit gremlins that pop up even at 5 mV!   Rigol gave a very incorrect and misleading response about charged capacitors, and told me to measure with another meter.   "This is normal" would have been fine.
