Importing an oscilloscope into the USA - Any tips or advice?

I am aware of the export regulations on oscilloscopes out of the USA, but are there similar regulations about importing an oscilloscope into the usa?
I am interested in purchasing a 4ghz oscilloscope from Alltest in israel, but I am concerned that it may get stuck in customs.

Is there anything I should know in advance before proceeding?
Is it worth the hassle to buy an oscilloscope from overseas to import to the USA?
The entire transaction is going through ebay, so I am covered regardless, but I just dont want to find out that it's going to take 3 months and get impounded by customs for me to never see again.

Has anyone tried doing this?

De Minimis Value is $800 per person.  supposedly per day but no clue if they can track this.
anyways, if item value exceeds $800 you will absolutely be charged duty and worse a broker/handling fee by Fedex/UPS etc.   I'm not sure if USPS charges brokerage fees.
