I got the same email, but its not really new. I'm assuming they aren't really selling that well (probably because of DS1000Z), so Rigol mentions them in pretty much every advertisement they send out, still calling them new. I have seen at least 3 or 4 other threads mentioning it the last year or so. Example of one:
