I spoke to RIGOL who was very helpful. I was referred back to Arrow as they should have included the promotional voucher. Arrow is now checking with their warehouse why the promotional voucher was not included.

That's odd. When I bought my MSO2202A with options, the seller preinstalled all of them, so the device was ready to go straight out of box. Their customer service was by far the best I've ever dealt with!

Latest update. They've sent me some licenses, albeit for the DS4000 series. I kindly pointed out their mistake and hope to receive my DS2000 series licenses soon.

It was worth buying.
It is the same hardware as DS2000A . Same hw capabilities but software limited .
Same speed ,  same responsiveness (or lack of ... on some points).
Some photos from inside .
Reviews has been done on DS2000A , I haven't found any difference .
I have done some kind of frequency bandwidth measurement , as I don't have professional equipment and I have found a drop at 170 MHZ which is good in my opinion . I have 100 MHz version - DS2102E .
After Bw upgrade I found the same drop at 170 MHz but I suspect a generator hardware limit . The amplitude of signal is better with BW upgrade .
Serials from riglol doesn't work . I was try the BW 200 upgrade , as the scopes come now with all options for free .
Firmware downgrade is not possible anymore , so hack procedure for DS2000 cannot be used . Actually it can . See the post below .
Last firmware replace pictures from help system with empty rectangles. Not very important.
It's a known bug that will be addressed only in January 2019 , when a new version will be released .

It was done !!!
Upgrade to 200 MHz was possible using key file extraction from memory dump.

Steps to follow :

1.Using RigolBildschirmkopie.exe (http://peter.dreisiebner.at/rigol-bildschirmkopie/index.htm) extract dump from memory (use 32 MB option).
2.Don't use rigup 0.4.2 . It will not find keys because is modified for MSO 1000Z. Instead use the original version rigup01 (from riglol site - http://www.gotroot.ca/rigol/) . It may be possible to work with other versions of rigup but for me this was worked from first attempt .
3.Copy dump file (SCPI-Data.scpi) to rigup folder .
4.Open a command prompt here (Shift+rightclick).For win10 users if a Powershell console is opened just type cmd and you get a cmd prompt .
5. Run the following command : rigup scan SCPI-Data.scpi . This must get six strings (keys) . Copy to a text file and keep it  8).
6. Type again : rigup DS2072A SCPI-Data.scpi . (no it doesn't work with DS2102E because 2102E was not exist at the time when crack was compiled ).
It must generate 4 keys like below (don't use it are just as example , not real ) :

NSEH:  57YFEJW-F2XTEQZ-SMZMVTH-ABCZCKR    All options, no bandwidth upgrade
NSER:  4RBZ8XQ-R3H5HRS-ZBU7CTG-SFGARSM    All options, bandwidth 100 MHz
NSEQ:  DLT7PUN-5PJRP3M-DJZSBHY-8GBTYSM    All options, bandwidth 200 MHz
NSFH:  SWSENW-2Y9RL46-PRSF8LF-AEFNPSM    All options, bandwidth 300 MHz (*)

(*) = Untested, unconfirmed

Note that 300Mhz option is unconfirmed .
I installed it but I did not see any difference and nothing was show in Installed Options so I was choose 200 MHz option which was make big difference . Maybe with hardware mod - resistors from HW Configuration onboard, this option will be useful as well as 2 GSa/s .

7.Final step - choose the option you want and put it in a file (txt) which is named "your scope serial number".lic ( EX. - DS2D326285498.lic). Copy the file to a stick , and insert it into the scope . Scope will prompt you with a message that there is a new license . Install it and check Utility-> Options->Installed to see what it show . Enjoy !
You may send the lic. with SCPI utility from Ultra Sigma but don't forget to remove the dashes :
Ex.: :SYSTem:OPTion:INSTall  JDMNBSJW8SX28SLJWA7PXJ4MVR5S

Congratualtions @skander36! That's actually the first real evidence that Rigol's "E"conomy series apparently is the same as the standard instruments hardware-wise, only limited by a modified software. If that's the same for the DS4000E series, this may ba a very good option for those who need a fast scope at a hobby budget, especially if looking at Rigol's clearance sales stores. I've seen DS4014E being sold there at price tags around 1250EUR. Even though the DS4000 series may be close to being replaced (by the DS7000?), the instruments are still strong performers if the owner can live with their shortcomings and values (or needs) their good points.

Now all that needs to be found out is how to convince the instruments to believe they are not the economy version...   ;D

Indeed , clearance centers area very good source for cheap scope . They come with warranty and in very good condition , practically as new . Mine was get from clearance Europe and I am not seeing a wearing sign , It is like new with all accessories and documents .
In North America one can buy a DS2072A with 420 $ to transform in a 1840 $ scope .
In Europe CLR. I cannot find a 2072A so I was buy this 2102E with 399 E and now I get a 2202E worth 749 E (new). Now 4024E is on 1495E . If can be cracked you can have 4 ch. / 500 MHz and 4GS/s (7000E).
