Philips PM5390 signal generator, anyone have an operating manual?

I've just started testing a Philips PM5390 signal generator, and all is fine except when I press the button for FM modulation the LED flashes and nothing else happens. Does anyone have an operating manual? I suspect that something needs to happen to define deviation,
