Brake fluid pen tester, how they work?

I'm looking to buy one of these brake fluid pen testers, fairly common in auto shops.

I'm wondering, how they work? Its a know issue for brake fluid to absorb water (hygroscopic) but how is this measured? Increase in voltage? Decrease in resistance?

Is this a conductibility meter?

I imagine that because each company has their own "design," they develop their own chart based on proprietary experiments / data.  You might try contacting the company at that link and see if they can tell you if a chart exists.
