I consider buying SENCORE LC75 as do not want to sped extra money for their automated versions lc102, lc103.

From what I can find in the manuals it looks like SENCORE-s from LC75 to lc103 :
* test for C/ESR at 0 V bias
* test for leakage current at a given V bias.
In other words the bias voltage is only applied when testing for leakage and not for C/ESR.

Is this correct ? Can somebody who has SENCORE LC meter answer please ?

I own a LC102, and formerly owned a LC73. Your conclusions are correct. The selected bias voltage is only applied during the actual leakage test, and is immediately discharged upon release of the test button. Value and ESR tests are performed with proprietary low amplitude waveforms.
