true. even if you sell it, shouldn't be a problem (I did ;D ) and there are couple of sellers on ebay selling these that show very low number of power ons and low hours
the operating hours can be easily restored, unfortunately nobody seems to know how to restore the number of power ups. Seemingly it is not stored in the NVRAM

How to enter and exit Devel mode.
On my TDS3064B , I exited Devel mode by the following:
Utility->Config->Tek Secure Erase Memory
Utility->Diags->Error Log still shows power ups, and operating hours.
Activating Devel mode is by holding SELECT while turning on power, until traces are shown.
POST screen is not seen.
I did not see the pacmanBuildView display, maybe because my scope has B at end of part number
JusTideaFIX:
To exit Devel (Development) mode try holding in the "B-TRIG" button while Scope power-up from power down state. That forces a system RESET.
