Tektronix TDS2012B Voltage 5V or 3.3V

So, I was able to get it to work IF I removed the CY7C67300 USB Microcontroller - and if I replace it with new it just hang in boot/not starting. I first thought I might have destroyed the chip - but after 3 chips I am sure it is not the issue. So must be something rated to the USB part. I have checked all components in USB sections and found not obvious faults. However, I did remember the Flash chip ATML H828 got a bit hot at some point. So questions to you experts:
1. Is the ATMLH828 holding any firmware/flash? and if so can that be downloaded from somewhere?
2. Does anyone have the data to flash it with?
3. I couldn't find a data sheet on it any ideas?
4. have anyone else seen similar error on TDS2012B (or same series that could help me in right direction?
