  Sorry for the delay, I had to go look up some specs before posting this.

  You might want to take a look at the HP 6611C, 6612C, 6613C, 6614C and the HP 66312A.  Generally speaking these are intended to replace rechargeable batteries in small portable devices for testing purposes and they are capable of both sourcing current (a power supply) and of sinking current (a load tester). In words they act like a rechargeable battery. They can also act as meter independently of whether they are sourcing or sinking current. They also have both an HP-IB port and a RS-232 port and are programmable and IIRC will take up to 200 readings per second.  The 6611C is only capable of outputting 8 VDC but if I'm reading the specs right, when taking readings it can resolve 2mV and 2.5 uA.

   Just as a note, a lot of these type HP PSUs have a weird but pretty common failure mode where they pass self test and look like they're working but they won't put out an power so if you buy a used one from THAT auction site, make sure that it's tested and not just "turned on".
