It's the VISA driver that you're missing. Sometimes you have to install the 32bit and 64bit versions to make it work.

I got the Keysight ones from here: https://www.keysight.com/us/en/lib/software-detail/computer-software/io-libraries-suite-downloads-2175637.html

My download version filename is IOLibSuite_18_3_29517.exe

That worked with my Siglent stuff fine. It was easier to setup than the NI-VISA stuff for whatever reason.

If you didn’t already then I suggest to download the latest Ultrascope software from Rigol. I’m guessing in your case it’s “UltraScope for DS1000D”.

Do you have the visa 32.dll file anywhere,  if so try move it somewhere that's in the path,  system32 for example.

I’m guessing the visa32.dll is not on the path, and the UltraScope application can not find it.
Try to find the visa32.dll file on your hardrive. Open windows file explorer, in the address window type C:\ and in the search type visa32.dll. If the file has been found, copy the file into C:\windows\system32 directory.
If the search would find multiple visa32.dll files, copy the newest.
BTW, when you did the installation, did you run the installation programs “Run as Administrator”?

Edited:
If you wouldn’t find the visa32.dll file on you computer, you can download this file from this link: https://www.dll-files.com/visa32.dll.html  and manually copy it to the right location. This site include very good description how to install it.

ultra-sigma is supposed to install everything, this is the one who connect the scope

after

you install ultra-scope  for the right instrument, this is the one who use the scope

Rumour has it that various Visa installations can affect eachother and you need to cleanup your computer manually to remove any previous versions. Personally I stay clear from software that needs Visa to control test equipment.
There are small lies, big lies and then there is what is on the screen of your oscilloscope.

It's the VISA driver that you're missing. Sometimes you have to install the 32bit and 64bit versions to make it work.

See my comment above. You're likely installing only the 64bit version of the drivers. You need both 32bit and 64bit sometimes.

Uninstall all visa drivers you've tried so far, then install from a single vendor (the Keysight drivers I linked previously are good).
