Time base setting on Tek 24xx scopes

I've looked around a bit and can't really find a good answer to this, but what is the purpose of this circled selection on the time base knob.

If (and only if) you have the scope in the fastest sweep mode of 10ns/div (ignoring 10X magnification) you can pull the knob out and dial in a delay of CH2 of 0 to ~2ns, a sort of skew adjustment.  An instruction will appear via readout telling you to adjust the delay using the delta (right cursor) knob.  Once you have it adjusted how you like it, you push the knob in and the adjustment persists, even at different sweep speeds.  Of course you won't see 2ns except on the fastest few sweep settings.

I'm presume this would be used, for example, to compensate for differences in arrival times for two signals that are know to be occurring simultaneously.

And a question. Does this delay persist through power cycling?

I'm not sure what the intended use is nor how it is actually implemented.  A variable delay that doesn't affect frequency response or group delay seems a nontrivial design task and I wonder why they went to the trouble. 

It does persist through power cycling, at least in the brief test that I just did.
