Did it ever work?

Look slowly and carefully at every component, for any obvious faults. Wiggle connectors, clean if necessary.

Get the service manual https://www.google.com/search?q=philips+pm2534+service+manual

Check the PSU voltages and ripple. Replace capacitors if necessary. Follow the service diagnostics.
There are lies, damned lies, statistics - and ADC/DAC specs.

According to the users manual it does that when it is in single trigger mode and there is no result available yet.
Keyboard error: Press F1 to continue.

Hi,

Do you have the indicators "M RNG" and "S TRG" on the bottom left of the display.

If you have then its in manual ranging mode with single trigger and waits for a trigger.
Press the AUT/MAN  and then SINGLE buttons to leave this mode.
