I would like 100 but I guess that may not be realistic so I'm willing to go to 300 (incl tax + shipment to Austria) but definitely not more.

If you can wait until around the end of the year, and are willing to risk that it might not work very well or you might never get it:

Perhaps because there isn't one in that budget and the smartphone capability? (btw, why it needs to work with smartphone? Standalone is always better). There is only Seek Thermal for $299.

Where did I say that it has to work with a smart phone?
It just must be cheep :D
And of cause I would prefer a standalone.

but if it has to work with a smart phone it must work with android i don't have a Iphoen and i don't want one.

Is there a standalone one cheaper than the Seek Thermal or the FLiR one (here i would need to wait for the andoid version) of so that would be optimal.

It all depends on when you need it? and what is the purpose?  I presume your needs are like mine, not those high-budget with all the colorful features.  Standalone has its advantages, but if you need to document your capture, the SeekThermal though is not as pretty and as not high resolution is easier than E4.  And the SeekThermal portability also means you can have a thermocam always with you when you need it.  If you can wait, then the one after FLIR ONE shall be better, and the one after that one shall be even better :-)

My needs are something to play with
and to make nice images it should have a lepton sensor or better.
I can wait but I don't want to wait till next year.

How good/bad is the SeekThermal? It looks quite ok I guess.
