National Instruments changed their visa libraries, and only have 17.6 onward available as downloads.
I have a piece of software that requires the old libraries (v13 specifically), but they don't distribute those anymore. I think it actually has something to do with shutting down cloned GPIB adapters.
Anyone know where I can get an old NationalInstruments.VisaNS installer?

WTF? Did NI change their mind? It looks like all the versions are available for direct download again:

I think the most frustrating thing is the fact that I had to go on this journey and sort all this crap out like 2 weeks before they decided to stop being dicks and just let people download the old drivers.

I currently see that page going back as far as NI-VISA 5.4, Release Date 8/5/13, for the Windows version. That's better and going back further than it was previously. Still need to look elsewhere if for some reason you want an old 2.x or 3.x version.
