From what I saw, that was just the UI elements and not the scope traces.  So it might be a little prettier, but it appears that it doesn't convey any extra measurement resolution.

It will have a much higher frame rate than a web connection.

No. Likely the SoC Rigol used has an encoder which can stream video realtime with the same framerate as the display.

Yes, but that alone is already a big help in usability.
