Same story! |O

I get the same "not secure" message when using Edge, but it still downloads the file. It's a very slow download. Takes approx. 2 - 4 minutes.

Same with Chrome. It still downloads the file, even with the "not secure" message,

Firefox doesn't show that message.

Chrome may do that for sites and downloads that don't use SSL (http vs. https). Gianni's website doesn't have https enabled/configured.  When I've had that happen, I have to go to the "download box" in the bottom left corner of the browser and use its drop down menu to tell Chrome the file is OK.

I'm not having any problems with the site or the download in Chrome - I'm honestly not sure why.  Chrome does say the site is "Not secure" in the address bar.   Maybe one time I got annoyed enough with the security feature that I went through the trouble of figuring out how to disable it.  (If so, I don't remember what the steps were)
