3rd party applications

Is there a thermal camera that allows for third party applications using the data ?
I'm looking for something that :

1. Is self-contained. Not a phone nor PC add-on
2. Permits the loading of 3rd party applications that can access the thermal data, preferably supported with an SDK
3. Is not barred from medical applications

The Topdon tc003 (which runs Android) would be an option though it's really aimed at automotive applications, and Topdon don't currently support that, claiming no time to provide information. I would have thought Flir would do it but I can't even find a sales contact on their website.

It seems crazy to build a complete device when all the application needs is a platform to run custom software.
