Can i buy a seek mosaic core 28hz from a store in the USA and get it in the UK?

Im looking at buying a mosaic core S319SPX for some personal projects, no intention of selling, only personal use.

The S319SPX is 28hz and the S309SP is the same but limited to 9hz, do i need to get the 9 hz version due to export laws or is the 28hz version ok for personal use?
The following are the eccn numbers for the different models, i've done some research but still not sure.

S319SPX (28hz) - 6A003b.4.b.
S309SP (9z) - 6A993a

600 series items CAN be exported to STA-1 countries, provided you follow procedure for transfer. Signed end user consignment statement, notification of BIS PRIOR to shipment

the vendor has to apply as it them posting it to you (the foreigner).

Unless you are going to be in the US having bought it, and trying to take it home.
