What we need is a system that tests for users electronics/mechanical/software capability on a fundamental level (not too complicated, of course) like 'CAPTCHA' (but more EEVBLOGish in nature) and does not allow registration if they fail.

1st wrong direction is all the negative feedback , where as the better road to take may have been to try to show / teach how to find the answer - either option at worst the OP just does not come back it would appear , except without the attempt at teaching - we do not know the outcome of that option ;(
2nd is the idea of finding a way of keeping ignorance - ignorant by having an entrance exam to enter the site , at least the OP did put the thread in the beginners heading .
I think that any option to help others learn is a good one .
There are plenty of EE sites that require a degree to use the site and this one never gave me the impression , till now , of this narrow minded concept

Unfortunately we still live in a society where money counts and gets you a better ticket. I recently watched a programme that showed how there is a widening gap in the UK between poor and well off. The well off can afford internships having afforded university and being brought up in an environment that stimulated the child. Poor people have no chance because we have lost manufacturing. Once you could join a comany and move up if you were bright but these companies are all gone. So attainment is only seen via qualifications and that means that a qualification of any kind is good and gets you where you want and you just need to fudge it or let the system give iot away to you.

I am employed as a project engineer. I have zero qualifications! I am wher I am because I learnt stuff off my own back and have shown an interest in doing things to improve my employers standing. someone in my position with all the qualifications in the world and no aspiration or drive would have gotten nowhere.

The point is the OP has shown no interest at all in the subject and only in having the result manufactured for them. That attitude in itself deserves nothing but scorn. Also note that the OP has not posted any further, to explain or mitigate by maybe showing some interest in the underlying subject matter. The OP is treating this as a supercomputer to get results from with no effort on their part. I for one am not wearing that. the OP shoud be thanking their lucky stars that they did not get an immediate ban! I considered it but decided it would be fun for them to get the reaction they deserved ! The problems presented are not rocket science and while i myself do not know the answer I'm sure I could find it out if i wanted to but in this case i have better things to do.

The idea of the resistor code catchpa was mostly in jest I beleive but in any case anyone with a vague interest should know the code or have enough gumption to go and find it out, it's not that hard a concept and the last question that I'll be answering is how to work out a basic 5% resistor code!

The op came across sounding like violet from the old willy wonka movie...GIVE IT TO ME, I WANT IT NOW!!!!!  Kid was behind the eight ball with that attitude right from the start.

Second thing is that those problems are easy, and I mean really easy! The first one can get a little quirky for beginners but the second one is a basic building block NPN. That should be as easy as falling off a log. There's probably a dozen examples right in his textbook if he's willing to invest even 15 minutes of his precious time. If he can't figure these questions out on his own he's screwed!

The semesters are winding to an end so gird up and expect to see a lot more posts like this popping up for a while. Kids who blew off all their work for 3 months and now want somebody to wave a magic fairy wand and fix everything for them.

you have to hope he knows what a thevenin equivalent is although I've watched a youtube video where the guy too a complictaed resistor feedback network apart with just ohms law and worked out it's gain without even touching thevenin
