Empty Generated NC Drill File(s)?

For a board where I have blind, buried, and micro vias sometimes the .tx# NC drill file is empty (file size says 0kB and opening there is nothing). Not sure if this issue is the specific project or if I can duplicate in another project.
I run the outjob file again and maybe that same file will not be empty but another .tx# file could be empty. Has anyone seen this before?
This is in version 24.something and 25.3.3. I am running inches, 2:5, keep leading and trailing zeros, and ref to relative origin. No "Other" options checked. Under Generated-> Camtasitic! some drill files are there but then others are listed under "Text Documents".
