Preparing BOMs for multi-design panels

I made a panel containing 3 different designs, but I realised that I need a BOM for the whole panel because the part designators are re-used (for example R1 appears in all three designs). How should I do this? Making a multiboard project seems unnecessarily time consuming.

This is usually not done. Unless the project is very simple, it is going to get panelized per design. So if changes are made in one design you are not required to make changes to everything.
