Sheet symbol annotation not working

Hello fellow Altium users (especially those lucky ones with Altium workspace enabled).

We are trying to get the "recycled" sheet symbols to work, basically we want to make templates (like "24V input protection") which then everyone can use without re-inventing the wheel, or having to search old projects. Feature itself looks okay, but we are unable to annotate the old schematic properly, or re-annotate the new ones. I always end up with duplicate designators. I tried the official altium advice, but to no help. I am attaching some pictures.
