PSU YP1504PG

Power supply LG M1921A vga+tv tuner monitor faulty , very similar schematic instead 12v i have 15v but actually measuring +49v and +17v instead +5v
shorted transformer? alredy check diodes mosfet and bridge all ok , optoisolator faulty can let the DC go till the output?

Check the capacitors on the output, if you're measuring the voltage with no load and they're faulty you will see some really odd voltages.
